What is the PM Surya Ghar scheme?

In February 2024, the Government of India's Ministry of New and Renewable Energy (MNRE) launched the PM Surya Ghar: Free Electricity Scheme. The scheme aims to install rooftop solar panels on 1 crore (10 million) homes across the country.

In Uttar Pradesh, the scheme is implemented by UPNEDA (Uttar Pradesh New and Renewable Energy Development Agency). The UP government offers its own separate state subsidy on top of the central subsidy — making UP one of the most beneficial states in all of India.

How much subsidy do you get?

In Uttar Pradesh you receive subsidy from two sources — the central government and the UP state government. Together, you can save up to ₹1,08,000.

  • The central government subsidy is capped at ₹78,000 — you get the same even above 3 kW.

Who can apply?

To avail the PM Surya Ghar scheme, the following conditions must be met:

Subsidy is available only on new solar systems — not on existing ones.

⚠️ Important: The beneficiary's name must be exactly the same on the electricity bill and the bank account. If the electricity bill is in one person's name and the bank account in another's, the subsidy will get stuck. This is the most common mistake. Systellar Innovations checks this in advance.

How to apply online? — step by step

The entire process is done online at pmsuryaghar.gov.in.

    Register on the portal

    Go to pmsuryaghar.gov.in. Register by entering your state (Uttar Pradesh), DISCOM (PVVNL / MVVNL / PuVVNL / KESCO) and electricity connection number.

    Fill the form and upload documents

    Upload your Aadhaar card, electricity bill, a copy of your bank passbook and a photo of your rooftop. The name must match across all documents.

    DISCOM technical review and approval

    Your local electricity department (DISCOM) will review the application and carry out a site inspection. Installation begins after approval.

    Get it installed by an MNRE-approved vendor

    Subsidy is granted only when installation is done by a government-empanelled vendor. Systellar Innovations is an MNRE-approved vendor.

    Get the net meter installed and commissioned

    After installation, the electricity department installs a net meter and inspects the system. A Joint Commissioning Report (JCR) is prepared.

    Subsidy — straight to your bank

    Within 30–45 days of the JCR being issued, the central government subsidy is credited to your bank account via DBT. UPNEDA then releases the UP state subsidy as well.

How does the subsidy reach your bank account?

Under the PM Surya Ghar scheme, the subsidy is credited directly to the beneficiary's bank account via Direct Benefit Transfer (DBT) — not through any middleman.

✅ Conditions required to receive the subsidy

  • The name on the bank account and the name on the electricity bill must be exactly the same.
  • The bank account must be linked to Aadhaar.
  • The account must be active and operative.
  • Installation must be done only after DISCOM approval.
  • Work must be carried out only by an MNRE-approved vendor.
❗ The most common mistake: the electricity bill is in the father's name but the bank account is the son's — in this case the subsidy is held up. You would first need to transfer the name on the electricity bill. Systellar Innovations handles this for you too.

Net metering — how does it lower your bill?

Net metering is the system in which the electricity your solar plant generates is sent to the grid — and the electricity you draw from the grid is deducted from it to calculate your bill.

During the day, the solar panels generate electricity. If you use less power at that time, the remaining electricity goes into the grid and is added to your credit. At night, when solar isn't running, you use that credit. At the end of the month, you're billed only for the “net” difference.

What size (kW) solar plant can you install?

Your home's solar plant cannot exceed the capacity of your electricity connection (Sanctioned Load). This rule is set by the electricity department.

  • If your connection is 3 kW → you can install solar up to 3 kW.
  • If the connection is 5 kW → up to 5 kW of solar can be installed.
  • If you need more capacity, you'll first need to increase your connection load — Systellar arranges this too.
